Right click to open the tile palette and select what tile you want to use to draw.

Note: Saving and loading capabilities are limited in the web build. Use desktop builds to save your drawings to JSON and export them to PNG.

Background: This toy came to mind when I was thinking about making a boss for my other game (in development) and I used the opportunity to learn a little bit about how to build UI in Godot.
